This feature is a confidential Department of Metahuman Affairs dossier on Agent David Drake a.k.a. Typhoon. The first page is the cover of the dossier with the Department of Metahuman Affairs logo. Pages 2-3 consists of an "Assignment Approval Form" on David Matthew Drake, Agent #FL294-1981 (named after Typhoon's first appearance in Flash #294 in 1981) with details on his background. Pages 4-5 contain a Report Form by David Drake on his mission to infiltrate the Riddler's gathering as seen in the first story in this issue as well as a Report of Death by Moonbow (Brittany Brandon) and a clipping from Trouble Alert entitled "The Metahuman Arms Race Continues". Page 6 is the report "for general release" on the death of David Drake as well as a note from the Director of the Department of Metahuman Affairs responding to Brittany Brandon's request in the Report of Death.
