HISTORY
Roscoe Dillon was a small-time criminal who developed a strange but not superhuman ability to spin his body at tremendous speed. As the Top, Dillon battled the second Flash on several occasions, both on his own and as a member of Flash's Rogues Gallery. He also started dating Captain Cold's sister, Lisa Snart.
- Later in his life, the Top developed superhuman telekinetic abilities, but discovered that using them made him vulnerable to Flash's super-speed vibrations, which accidentally killed him. However, the Top's story was far from over.
- His spirit lingered near the Earthly plane for years, and eventually possessed the body of Flash's father, Henry Allen. After a last fight with the Flash, the Top was "exorcised" from Allen's body, and found himself in Hell.
- Still later, the team of Hawk and Dove led the new Titans West on a mission to Hell and faced a cadre of dead villains including the Top. This incident eventually made the villainous spirit possess the body of Senator Thomas O'Neill, as whom he attempted to run for President. After an encounter with his former teammates of the Rogues Gallery, soulless at the time due to an infernal bargain with Neron, Thomas O'Neill disappeared from the scene.
- Recently, he reappeared in Central City's prison Iron Heights, once again clad in his Top costume and constantly complaining about his head spinning. The story behind this state of affairs has yet to be told.
