HISTORY
A Gotham City crimelord who used to grandstand in his opposition to the Batman committing bird-related crimes with a variety of trick umbrellas, but who now operates as a fence and a criminal mastermind who never allows himself to become implicated in anything. Batman has a vendetta to shut him down, but nothing seems to get rid of the Penguin. He has faked his death numerous times, most recently when many of Batman's foes seemed to be under threat from the Charlatan.
