Synopsis:

Young Tony Gambi watches in horror as the new Flash horribly injures Captain Boomerang. Boomerang and the Rogues vow to get their own back on this newly vicious Flash, and with the help of T.O. Morrow, they plan to create an 'ultimate Rogue' incorporating all the powers of their weaponry. Tony volunteers to undergo the process and emerges with the abilities of the entire Rogues Gallery, making a dramatic debut against the speedster.
