Synopsis: - Lock-Up escapes from the police holding cells and returns to his imprisoned villains. Batman, Nightwing and Robin tail his three most likely next targets - crooks who have got away with their crimes for various reasons - and all get into bother. Nightwing prevents Jay Huffman from killing another child, and Batman (disguised as Matches Malone) is rounded on by Vanya Triplet, who thinks he's wired. Robin, in his Alvin Draper guise, encounters Lock-Up and is taken captive.
