Synopsis: - Robin, in disguise as delinquent Alvin Draper, has been captured by Lock-Up and incarcerated in his "jail" along with criminals such as Two-Face, Allergent and Charaxes. First Nightwing and then Batman head towards the last location given by his homing transmitter, and are able to save him and the villains from an ordeal by drowning, taking Lock-Up and his guests into proper custody. Meanwhile, Armand Krol is found dead in his home; he has died of a mutated retro-virus strain of the Clench - Gotham is not safe from that menace after all.
