Synopsis:

Lois Lane is investigating a prison break at Stryker's Island, but is brushed off by the warden. She sees a lower-ranking staff member, who is fed up by the strange goings on recently, including some government transfers which were approved by her father. Superman, meanwhile, investigates a hypersonic signal which brings him to an abandoned military base and into the line of fire of Shrapnel, Chemo and Plasmus.
Lois confronts her father about his connection with the transfers at Stryker's Island, but he refuses to be drawn. Superman, however, encounters Manchester Black, who has been drafted by the government to head up a new Suicide Squad, with a test-run against Superman. Superman wonders why Black has agreed to be a government agent - it's quite simple, really: if he steps out of line, he gets 'paralyzed by remote control.' Black also tells him that something really BIG is happening, and advises the Man of Steel to find out about it. When Superman leaves, Black sets 'Mongul retrieval' into motion.
Superman pays a visit to Luthor's command bunker, to tell him that he has his eye on the president, and to warn him that the Suicide Squad project could easily backfire on him. Both Luthor and Sam Lane warn their respective do-gooders (Superman and Lois) that things are about to become far more complicated, and that they are out of their depth.
