OVERVIEW

Papercut is a criminal known to steal jewels from banks and citizens of Central City. He also works with Bone Dry and Sand Blaster.

HISTORY

After the Rogues left Central City, Papercut along with some new villains started to come out and terrorize the city. Papercut was small time thief who tried to steal money from citizens at a park in Central City. Flash and Kid Flash defeated him quickly however. He showed up again, along with two new metahumans: Bone Dry and Sand Blaster. They attempted to steal jewels from a bank in Central City but was once again stopped by the Flash. As they were being incarcerated in Iron Heights, they talked about forming a new Rogues team since they were gone. They were unaware that Captain Cold, the leader of the Rogues was disguised as a prison guard. Him along with other villains started beating the three, telling them that he is the new boss of Central City.
