Synopsis:

Arsenal has been shot several times in the chest and is rushed to hospital. Green Arrow is angry with the Outsiders for allowing this to happen, but nevertheless joins them, accompanied by the second Green Arrow, when they go to shut down Brother Blood's operation. The Church of Blood has overrun the Slab and plan to launch the operation that will result in the kidnapping of a million children from there. Here they encounter numerous super-villains as well as Blood and his followers. When a full-scale breakout begins, they must make the difficult decision to allow over a thousand villains to escape in order to prevent the mass kidnapping. Needless to say, the press don't look kindly on this act. The failure of Blood's scheme also has consequences, for Brother Blood is killed by his son, who becomes the next Brother Blood, just as has happened for eight generations. And back at the Outsiders' headquarters, an interesting situation develops when Metamorpho is confronted by another Metamorpho, one who says he's the real deal.
