HISTORY
Loragg was the aide to Amon Sur, formerly the magnate commander of the Black Circle Crime Syndicate. It is not known if Loragg had been a member of the Black Circle, as Amon Sur killed thousands of members in the Black Circle as well as their families as vengeance for expelling him. Once Amon Sur had dealt with the Black Circle he turned his attention back to the Green Lantern Corps. Amon Sur was the son of the late Green Lantern Abin Sur, and Amon Sur believed he deserved a power ring, unlike the Earthmen who currently wielded the ring.
Loragg hired bounty hunters from across the universe to capture Hal Jordan. Though they did not know who they were really working for, the Dominators, the Faceless Hunters from Saturn, Flicker, the Igneous Man, Bolphugna and Hunger Dog to name a few did not care, the bounty made the Green Lantern a hotly contested target.
Hal Jordan managed to evade capture from a number of bounty hunters, but was ultimately caught by Hunger Dog. Once Loragg had DNA verification, he sent the bounty hunter their location in the Sierra Madres. Loragg used a Manhunter power skull obtained by Amon Sur to drain the energy from Jordan's power ring. Amon Sur planned to kill the Green Lantern, believing the power ring would select him once Jordan was dead.
Jordan goaded Amon Sur into attacking him, making it necessary for John Stewart to reveal he had been working undercover as the bounty hunter Hunger Dog. It seemed Amon Sur would be defeated by the Green Lanterns, until outside forces intervened. A yellow power ring from the Sinestro Corps had selected Amon Sur as its representative in Space Sector 2814. While this was everything Amon Sur thought he wanted, it had deadly consequences for Loragg. He was incinerated by the energy released when Amon Sur wore the ring. His employer Amon Sur never looked back.
