Synopsis:

Out on parole, the Pied Piper is once more in Central City and apparently not committing crime. When he stops playing, a herd of elephants stomps into Central City and the mayor is quick to pay to have the Piper play music to subdue the pachyderms.
A similar event brings a flock of ostriches to Central City, but the Flash has worked out the criminal's method of operation. While not technically playing, the Piper was subtly pressing keys which produced subsonic summoning sounds. The Flash then altered the Pied Piper's pipe as superspeed, which when played made the ostriches attack the villain rather than follow him. To save his skin the Pied Piper quickly confessed and the Scarlet Speedster swept the ostriches out of the city.
