Synopsis: - Batman and Orpheus discover that the dead man is an undercover cop, and there is soon a media hue and cry - the marksman has turned into a cop killer. The mayor and the police try to keep things under control but feelings are running high on the streets of Gotham. Karl Esterhaus takes in Sly Tolliver of the Deacons for questioning, but gets nothing out of him. Later, another dead policeman is found, this time a personal friend of Esterhaus.
