HISTORY

Three thousand years ago, the star-travelling armada of the Citizenry visited Earth to restock provisions and as was their way, to take one hundred exceptional females as tribute. Rather than losing her baby sister, Hippolyta, Astarte of Themyscira took Hippolyta's place and was forgotten.

When Astarte grew, she killed the Captain who had kidnapped her and took control of the Citizenry. They grew powerful and ruthless and recently returned to Earth where Astarte met her niece, Wonder Woman. - Wonder Woman Vol. 4 #43

Wonder Woman was unwilling to yield the Earth to the Citizenry and challenged Astarte, even going as far to duel with Theana, Astarte's daughter. When it became apparent that Diana had defeated Theana, and more, was swaying Theana to her side, Astarte had Theana killed. The damage to Astarte's reputation was done, and she was deposed as Captain of the Citizenry. Astarte was taken back to Themyscira to be reformed, and Wonder Woman ordered the Citizenry armada to never again attack worlds, but to find their resources on uninahbited planets. Leadership of the Citizenry was given to Zusen, one of Astarte s lieutenants. - Wonder Woman Vol. 4 #44

POWERS AND WEAPONS

An Amazon, Astarte is an excellent fighter and as Captain of the Citizenry, had access to advanced alien technology, allegedly rivalling that of the Green Lantern Corps.
