HISTORY
Shilandra's story was read by Hal Jordan, and other Corps members, from the Book of Oa:
Shilandra Thane was from a planet torn by centuries of war. An emerald visitor came through space to this world and was immediately shot down. No one would go to aid this visitor. Only Shilandra Thane was brave enough to cross through the death zone to where it crashed.
It was an emissary of the Guardians of the Universe, sent long ago to extend their reach beyond a vast void, never before crossed, to the worlds on the other side. The Green Lantern had completed the journey just within the millennial span of its life. Its mission was to locate an individual worthy to serve as a protector of the "new" sector of space. Shilandra Thane was been chosen. Dying of inevitable age, the Green Lantern had much to teach her in a short time.
Across the battlefield rose a new emerald light. Shilandra Thane separated the opposing sides, with the message of life. The newest Green Lantern asked the warriors to claim a new destiny, a life among the stars.
It was too late for her world. Perhaps she was regarded as an invader from another world, or as a shift in the balance of power from one side to another. Missiles had been launched, destroying the entire world.
The lone survivor was Shilandra Thane. She had come to see her responsibility as a Green Lantern to be her destiny. She would reach other worlds in time to teach them what she had learned. - Green Lantern Corps Quarterly #1
Details of Shilandra Thane's later adventures have yet to be revealed. Guy Gardner had read about her in the Book of Oa. He rescued her and scores of other powerless Green Lanterns from an interstellar slave ring. They were evacuated by a space cruiser belonging to the Darkstars. - Guy Gardner: Warrior #35
Following Hal Jordan's release fro the control of Parallax, Shilandra would join the restored Green Lantern Corps. She and Lanterns old and new took part in the massive battle against Superboy-Prime. - Infinite Crisis #7

Shilandra Thane was considered to be in a "new" sector of space. I disagree with that. If space is divided up by the Guardians like a cosmic pizza pie, with 3600 slices, you can't find slice 3601.
Multiple explanations:
Since the universe is constantly expanding, this is just an addition to a sector. A different example, cut a golf ball in four. Label 1-2-3-4. Congrats, you've been assigned to Space Sector 3. Now cut a basketball in four (pretend it's solid and doesn't pop). Now label 1-2-3-4. In the expanding universe of sports equipment, you've got an even larger Space Sector 3.
or... the Guardians or the GLCorps had never been there. Goes along with that question: Have you ever been to Paris? No? Then how do you know it's there?
or... the Guardians and GLCorps had been there, pre-Crisis. The real estate got a cosmic makeover and they don't recognize it anymore.
Guy Gardner read about her in the Book of Oa. Shilandra Thane was oh-so-far-away in deep space. The alien GL signed on as a recruit of Brik or Percival's in Green Lantern Corps Quarterly #4. It took the alien GL his 1000 year life span to get there. How old was he when he left?
Explanation time:
Same species, different alien. He left sometime after the fall of Rome, and just got to Shilandra Thane's neighborhood. We never saw this particular alien on Oa, just Shilandra Thane's world. The Guardians (or Brik or Percival) were so impressed they decided to hire another of his species.
And/Or... The old geezer alien GL was practically one thousand years old anyway...the Guardians were sending him to the cosmic glue factory. What? You think he flew all those years just charging his ring every single day? You think airplane food is bad?!? :)
or... since the Guardians or the GLCorps had never been there (for whatever reason) the green power has to "pave" or "chart" a "wormhole" or "cosmic subway line" through space to establish a link in its primary database on Oa. (If you buy this idea, we're going to have a lot of fun)
Unfortunately, this has to be done the *hard* way. The Guardians didn't want to do it, they don't have one thousand years to waste, that's one of the reasons they have the Corps... the Guardians can't move through time in jumps. They can *look* forwards and back through time, but as for moving through it, one day at a time. Then, through time/space equations *I* sure as heck don't understand the alien GL spent his time (1000 years) in the "hyper-space green room" while a very short amount of time passed for us.
Once it *is* done, it's an easy trip for Shilandra Thane to come and meet the rest of the GLCorps. Remember, she has a date to be rescued by Guy Gardner.

ED- The Editor's Opinion? I agree with the "needed to chart the wormhole" theory. The alien died on Shilandra's world, and the Guardians were so impressed that they got Brik and Percival to recruit another of his species. It didn't take Shilandra a 1000 years because the wormhole had been established. Cool, eh?
