HISTORY
Captain John Wether was a soldier in the U.S. Army, born with a meta-gene and experimented on by military scientists under the supervision of the insane General Wade Eiling. As 'Pulse 8', Weather gained the super-power to control 'the fundamental forces of the universe'. Under the command of Eiling and the field leadership of his colleague 'Warmaker One', Weather proudly continued to serve his nation in the meta-human unit called the Ultramarines. After fighting the JLA on the order of Eiling, the Ultramarines finally realized that their leader was insane and sided with the JLA against him. Vowing to never again get used by corrupt leaders, the group became the Ultramarine Corps and founded the sovereign nation of Superbia, that hovered above the ruins of what was once the city of Montevideo. They declared independence to any other nation, and made occasional appearances as a team. Pulse 8's power has grown steadily – he now controls a 'cosmic keyboard' with which he can rewrite reality to an extent, and is occasionally referred to as 'the Master'. Along with several of his colleagues, Pulse 8 also went on a mission to save a crime-ridden micro-Earth.
