HISTORY
When Hamilton Hill was elected Mayor of Gotham City (backed up by crime boss Rupert Thorne), Pauling was appointed Police Commissioner. The first thing Hill and Pauling (and Pauling’s trusted aide, Sgt. McCloskey) accomplished together was to fire James Gordon from the force and brand Batman an outlaw (for the first time since the earliest days of his career). For months, the two held the town in an iron grip that did not loosen until Thorne killed Pauling in cold blood, mistakenly believing him and Hill to be responsible for a plot to drive him insane. To avoid a scandal, Hill reinstated Gordon as Commissioner and dropped the charges on Batman.
