StoryGardner Fox
ArtPierce Rice
EditingJack Schiff

Feature Character(s):

Spectre (next in All-Star Comics #16; as Jim Corrigan joins US Army; Spectre Force rendered invisible but tethered to Popp; see Comments)

Supporting Character(s):

Percival Popp

Villain(s):

Facey (first appearance; runs a protection racket with a machine stolen from a professor)

Comment(s):

Fox and Rice credited as Bernard Baily.
The Spectre's new status quo is not reflected in his appearances in All-Star Comics (written by the same writer as this story, by the way...). Either The Spectre-Force teams back with Corrigan and becomes tangible for those adventures or they occur before this story.
It has also been shown that the Spectre-Force becomes more violent when away from a human host, so it is probably tethered to Percival Popp for the duration of this series.
