The brother of the terrorist hired by Max Lord to promote the Justice League to the United Nations, later blackmailing Lord and using the funds to create weaponry and armor that generated explosive energies. He attacked the Justice League America at Lord's funeral, only to be defeated and his machinery destroyed.
