Synopsis:
Kobra has kidnapped the meta-human known as Maser/Airwave and is using his abilities for a worldwide blackmail campaign having first caused a plane, carrying Atom Smasher's mother, to crash, killing all those on board. The D.E.O. requests that the JSA move in to take Kobra out before he unleashes the power of a satellite weapons system, but at that moment the original Star-Spangled Kid, who should be dead, appears on the scene. Apparently this is the doing of Extant. The JSA call in the reserves and split into two teams.
The team going after Kobra liases with Mister Terrific, the newest JSA member on Blackhawk Island, Kobra's current base, and proceeds with their plans against him. Sand moves in to free Airwave, but is disabled by Catalyst, and then executed by Kobra, live on international television.
