Synopsis:
Alex Sanchez has decided to take up the role of Firebrand, and his former partner in the police force, Leo McCloskey, is assigned by the mayor to investigate the kidnappings that almost got each of them killed. It looks like some sort of government agency may be involved with the case, and Alex decides to question Nelson Fleet, who may have some further knowledge of the matter. When he catches up with Fleet, who is indeed involved, he also encounters a group of young people, whose abilities have been enhanced much like his, who attack both himself and Fleet, intending to kill both of them.
