Synopsis: - A bomb has exploded at a Wayne Enterprises construction plant, with an organization called the 'People's Front For the Liberation of Gotham' claiming responsibility. Some people, including the mayor, blame Roberto Alonso, leader of a group that is campaigning for the rights of Original Gothamites (those who did not leave during No Man's Land). Batman discovers it was actually planted by a newly paroled criminal, Francis Piper, acting under someone else's orders.
- Alonso is released from police custody, attacked by an unidentified assailant and left to die in a bomb blast at another construction site, this one owned by C + F Construction.
