HISTORY
Arthur Pemberton was the founder and first leader of the Strike Force, the self-described 'elite of America's underworld'. Using his family fortune to give him access to a wide range of abandoned government weapons and data, Pemberton (a.k.a. 'Number One') created a base for the Strike Force beneath Gotham Stadium. It was there that the original Star-Spangled Kid (Sylvester Pemberton, Arthur's uncle, though he was unaware of it), and Wildcat (I) defeated the paramilitary operation. Arthur Pemberton later lost his fortune to his Uncle Sylvester and was said to have been the son of Syl's older brother. The Strike Force was re-formed by another Strike Force member, who became the new Number One. Arthur Pemberton has once again taken control of The Strike Force, taking on a contract to capture Stargirl and destroy the JSA All-Stars.
Recently regaining control of the Strike Force, Pemberton again attacked the JSA, only to be defeated. He allied himself with the mystical Puzzlemen Cult and attacked the JSA All-Stars.
