HISTORY

A close friend of Armand Krol, Howe was police commissioner of Gotham City for a brief period, before and during the outbreak of the deadly Ebola Gulf A virus in the city. He was utterly inept and incredibly arrogant, only put in place by Krol in a fit of pique after failing to be re-elected. He was thrown out of office as soon as Marion Grange replaced Krol as mayor.
