HISTORY

Sam Makoa is a native Hawaiian ranked fairly high in Hawaiian law enforcement. For just being an ordinary man, he's done a lot. He practically took down the Silicon Dragons himself, he stopped King Shark on his own, created and leads the Honolulu Special Crimes Unit and he's also been a great influence to Superboy in the morals department. He originally was a federal officer who's job was to take down the Silicon Dragons, however once he, Superboy, and the Suicide Squad took them down, he managed to get Honolulu Police Department to open up the Honolulu S.C.U. which handles the big problems of super-villains.
