HISTORY
In his attempt to save his homeworld Krypton from destruction, Jor-El embarked on a number of projects. One project involved a pocket dimension into which he planted seeds of Kryptonian technology to transplant the world's population but unfortunately this did not come to fruition. Jor-El transferred a snapshot of his consciousness into a technological artifact before the planet's destruction.
Inside the pocket dimension, microbots could not complete the doorway between dimensions and therefore recalibrated multiple times, punching new holes in the buffer between the dimension and planets in the material world. Beings from many worlds used these gateways to enter what would become known as Infinite City, with the robotic "Jor-El" taking the position of "the Mayor."
The creation of these gateways had to be regulated as well as the entrance of beings to Infinite City.
