The Hill-Dwellers were a hybrid race of Kryptonian humans and another alien race, the name of which has been lost to history. They inadvertently became a threat to the city of Ekrol as their traditional practices were contributing to a drought and the poisoning of the aquifer which supplied Erkol's drinking water.-Superman Vol. 1 #367/2
