Synopsis: - The gang war is over and most of the police department feel betrayed by Batman, with Renée Montoya being one of the few who thinks that the good he has done over the years is sufficient to make up for his recent betrayal. As Detective Allen prepares for the hearing resulting from his shooting of Black Spider, Commissioner Akins orders the removal of the Bat-signal from the roof of Gotham Central. That night, Batman comes to speak to the Commissioner to try to change the man's mind about his altered attitude to the Caped Crusader. But Akins s firm. He will not work with Batman any longer, and if Batman's activities interfere in any way with those of the police department, he will use all his resources to bring Batman down.
