Synopsis: - A gang of pirates led by one Captain Fear begins terrorizing Gotham's waters, and the new commissioner is forced by the mayor to call Batman for help. Batman and Robin pursue the pirates, but Batman is captured by them and tied to a buoy, while Robin barely escapes.
