HISTORY

An internationally significant criminal organization, which was responsible for the cloning of Manhunter Paul Kirk and was eventually brought down by him and his allies. Under the leadership of Anatol Mykros they have slowly built themselves up again, to the point where their machinations have brought them to the attention of various members of the JSA on recent occasions. Firstly, when they sent Geomancer to terrorize the African town of Kinambura, the JSA chairman, Sand, became involved. And later, Nemesis, the daughter of Council leader Anatol Mykros, when rebelling against them, enlisted the help of the women of the JSA, who were having a training session on the Amazonian island of Themyscira. It is more than likely that they will clash again, as the Council is linked to one of the Justice Society's greatest enemies, the Ultra-Humanite.

A second and third organization called the Council later appeared, but these Councils do not appear to have any relationship to the first Council. -Brave and the Bold #169, Daring New Adventures of Supergirl #6
