HISTORY

Ulu Vakk came to Earth in the latter half of the 30th century from his native planet Lupra to apply for membership in the Legion of Super-Heroes. His power to alter the color of objects resulted from a laboratory experiment gone wrong. He was rejected and became a member of the Legion of Substitute Heroes.
