A ghostly female figure attacks a Latino family consisting of two parents and three children. The ghostly figure, who appears sometimes as a beautiful young woman and sporadically as an elderly woman or skull-like vision, is interested in taking the children away. The parents are prohibited from action as they feel unable to breathe. These events are relayed by the parents (Felipe Lopez and Isabella Lopez) to Detective Maggie Sawyer of the G.C.P.D.. They mention that although Batwoman appeared to fight the creature, their children were still taken. Batwoman promised to return the children alive, a promise which Detective Sawyer knows she cannot duplicate. The Detective reports that there have been multiple other Latino children taken by the same creature, as well. Later, when she meets with James Gordon at murder scene, where it is revealed that several of the children have been found dead, from drowning. According to urban legend, these events are similar to the legend of "La Llorona", The Weeping Woman - a widespread legend in Mexico and Central America. Although several variations exist, the basic story tells of a beautiful woman killing her children by drowning them, in order to be with the man that she loved. When the man rejects her, she kills herself. Challenged at the gates of heaven as to the whereabouts of her children, she is not permitted to enter the afterlife until she has found them. She is forced to wander the Earth for all eternity, searching in vain for her drowned offspring, and in some versions of the tale, she kidnaps wandering children.
Kate Kane visits Maggie Sawyer at the police precinct, where she views an erected display of unknown purpose depicting several officers, including Renee Montoya. Maggie asks Kate on a date. Later, Batwoman is shown training her cousin, Hawkfire/Bette Kane. Although Bette has fought crime under the name Flamebird, Batwoman refuses to allow her to wear that costume, and insists on new training. They battle Q-Ball and the Pool Hall Gang. Bette references that Kate is estranged from her father (Bette's uncle), Jake Kane. Jake Kane has provided a penthouse headquarters for Batwoman's crime-fighting and training. He shows up at the penthouse, and Kate tells Bette a horrible story concerning her father: Kate's twin sister and mother were purportedly murdered when Kate was young. In fact, however, her father hid the fact that the sister lived. Kate believes the sister later came back as Alice, a Gotham super-villain.
Meanwhile, Director Bones of the D.E.O. directs Cameron Chase to report to Gotham City to investigate recent happenings, including an alleged cover-up by Colonel Jake Kane, and also to find the true identity of Batwoman. When Batwoman returns to the crime scene visited earlier by Gordon and Sawyer, she is met by Batman, who tells Batwoman that he has "a proposition for her".
